V General Conference
Introduction
We are students and youth of our belief spaces to:
1 - The Democratic People is the basic rule of Ahwazi revolution which is the only path to full liberalization.
2 - The recognition of an independent personality Ahwazi a fundamental pillar of our people's struggle for liberation.
3 - the struggle of the Arab people Ahwazi is one of the fundamental cornerstones of struggle in the way of the Libyan Arab unity and the unity of the Arab masses is an essential step of the liberation.
4 - the pioneering role which the students and youth Ahwazi to play in order to liberate their land and their people from colonial domination.
Announce:
A - the establishment of a National Union of Students and Youth spaces as a rule of the revolution in spaces and the so-called
"General Union of Students and youth spaces."

Definition and the name and headquarters
Article 1
Name: The General Federation of Students and Youth spaces
Article 2
Definition: the General Union of Students and Youth Organization of student spaces democratic popular youth cultural humanitarian and students representing all youth spaces across the country and Ahwazi Arab world and the world. And are an integral part of the student movement, youth and Arab World.
Article 3
Headquarters:
First: The City will be always based spaces of the Executive Body of the General Federation of Students and youth spaces.
Second: The City will be temporarily based in Baghdad of the Executive Body of the General Federation of Students and youth spaces.

The objectives of the General Union of Students and Youth spaces
Article 4
At the national level: General of the Federation is seeking students and youth spaces and national trade union organization in order to:

Article 5
In the Arab area:

- Membership
Article 7
Each student and youth Ahwazi or were born in the spaces of the Arabs, has spent more than five years to be a member of the General Union of Students and Youth spaces if the conditions of membership listed in the Constitution.
Article 8
Are members of the General Union of Students and Youth spaces to:

Second: the participation of the membership

Article 9
The members of two factors:

Article 13
A - Terms of membership
To all students and young men and young women wish to join the European Union to apply in writing to a branch of the Federation and according to his whereabouts. First: to submit a written request for membership and is committed to pay the association fee and pay monthly subscription.

Article 14
First: a member of the Group

Article 15
Penalties

Article 16
Season
First: The chapter of the Federation

Article 18
The disappearance of the organic and organic
First: go away from the membership in the following cases:
A - the withdrawal of a member of the Union

- General Conference
Article 19
General Conference is the highest authority in the Federation and the European Union which sets policy.
Article 20
First: The General Conference consists of representatives of all student groups and youth Ahwazi in exile and at these gatherings.

Third: The representatives of the bodies of the public by (1 to 5) are elected directly by the public authority of the branches that do not include the percentage of members of the administrative branch.
Article 21

Article 22
The members of the Central Council and the executive branch, including active members of the General Conference. And entitled to two-thirds vote of the members of the staff present to withdraw confidence from the Central Council, a whole or as individuals, and the denial of membership in the General Conference, after discussion of the reports.
Article 23
First: be at the invitation of the General Conference by the Executive Board no later than one month to all parties covered by the Conference.

Article 24
First: The quorum at the General Conference is two-thirds of the members of the Conference staff.

Article 25

Article 28
Sessions of the General Conference
First: The General Conference meets the normal at the invitation of the executive branch.

B - two-thirds of the members of the invitation of the General Conference of that apply to the executive branch and the convening of the conference because of the extraordinary reflected in the invitations to the executive branch.

D - the exclusion clauses, including the deviation from the objectives of the Union, and exceeded the requirements for membership and a list of penalties and install the treason and the deviation from the principles of the revolution Ahwazi honor or prejudice.
Article 29
Discuss the General Conference at its regular meeting the following:
First: the election of new leadership.

Article 30

Article 33
First: There will be annual conferences of the branches and members of staff are here:

Article 34

Article 35

Central Council
Article 36
Run General Union of Students and Youth Council of spaces by the General Conference elected by direct secret ballot and called the Central Council.
Article 37
Central Council, the highest authority of the union between the two conferences and an expiry date of the General Conference the end of the next ordinary powers retained the highest authority in the absence of the General Conference and shall be responsible to it in the case of the Conference.
Article 38
The Central Council shall consist of fifteen members of the General Conference elected by secret ballot.
Article 39

Article 40

Article 42
Functions of the Central Council

Second: The Central Council shall be entitled to recognize the things that are not measured by the General Conference that it does not contradict the policy of the Federation and its Constitution and be accountable to the General Conference on its work with the exception of the amendment in the Constitution, which is owned by the General Conference.
Third: The members of the Executive shall be elected individually from among its members by secret ballot.

Article 43

Article 44

Article 45

Executive Body
Article 47
A: Central Council shall be elected by secret ballot of the executive from among its members to lead the EU position in the absence of all the powers in accordance with the Constitution and the decisions of the conferences.

In the case of non-completion of the presence of the matter be deferred to the Executive Meeting of the Central Council next year. Article 48
First: The executive body is the highest authority in the Federation in the absence of the General Conference and the Central Council.
II: The executive body implementing the resolutions of the General Conference, as well as the Central Council. As planned in the periodic meetings that are not inconsistent with the policy of the Federation and they are responsible to the Central Council, which in turn would be responsible for before the General Conference.
Article 49
Executive Board consists of seven members elected by the Central Council from among its members and a relative majority (half + 1).
Article 50
Work of the Executive and the necessary regulations and to ratify the Convention to inform the Central Council at its first meeting after the ratification if not contrary to the Constitution and the decisions of the General Conference and to serve the work of the Union.
Article 51
Executive body shall be located at the Union's headquarters in Baghdad provisional or permanent in the spaces.

Article 54
The Central Council shall distribute the responsibilities directly to the members of the Executive Body and shall be elected:
First: The President of the Federation and is chairman of the Central Council.
Second: Vice-President - External Relations Officer, a Vice-Chairman of the Central Council.
Third: The Vice-President - Office of official relations and internal management and is the Vice Chairman of the Central Council.
IV: Office of official culture and the media.
Fifth: the branches and is responsible for universities.
VI: Office of Vanguard official and young people.
VII: Secretary of Finance official.
Article 55
Regulations are established to the offices of the executive body to ratify the Executive Body for the conduct of the work of the Union and known to the Central Council at its first meeting.
Article 56

Article 57
The duties and terms of reference of the Executive Body
